			<content:encoded><![CDATA[<p>Flat Rock Police Sergeant Indicted On Illegal Gambling Charges <br />   The people assigned to protect and enforce the law are not always on the right side of that law. In Detroit, a police officer has been indicted on charges relating to the officer&#8217;s participation in an illegal sports betting operation. The officer was joined by a public works employee that was all charged with the crime.Flat Rock Sergeant Charles Sanders Jr. was charged with 14 counts of illegal sports betting, and racketeering. A Trenton city worker, Kevin Sergent was also charged with the same crimes. The pair had been running an illegal sports betting operation in which they collected on bets while on duty.The arresting agency claims that on at least one occasion, Sgt. Sanders Jr. collected on the bets while in his police car. As for Sargent, he collected during work hours. The pair was arraigned today, and it is not yet known whether they will plead guilty or non-guilty to the charges.Sports betting is one of the most popular forms of gambling in the US, although it is only legal in several states. Nevada is the only state that has operational sports books. Gamblers are free to travel to Nevada to place their bets, but they also must cash in winning tickets in the state. Gamblers are not permitted to claim their winnings through the mail or from a remote location outside of Nevada.With only one available area of the country for gamblers to place bets, most rely on underground bookies to place their bets. In the past decade, many overseas sports books have been set up through the Internet, where gamblers can set up accounts, transfer funds, and place bets through their home computers.The US reinforced that online sports gambling is illegal in an opinion released by the Department of Justice around the holidays last year. The ruling did, however, open the door for online poker and other forms of online gambling to become regulated in states around the US.New Jersey lawmakers have passed a bill that allows sports betting at Atlantic City casinos and state race tracks. Before the law can become official and sports books can open, the state will have to request a federal court overturn the 1992 law that claims that sports betting is illegal. Senator Raymond Lesniak and other New Jersey lawmakers are prepared to argue that the the law is unconstitutional, allowing some states to offer sports betting, while other cannot. 			<content:encoded><![CDATA[<p>Ofcom unveils plans for greater 4G coverage<br />Ofcom has announced its plans for the forthcoming 4G spectrum auction in the UK following another consultation.It has pledged to make sure that at least four operators are able to offer decent 4G services to ensure competition, while also looking at ways to provide mobile data to areas currently not serviced due to geographical constraints.4G networks will offer much-enhanced data speeds and bandwidth once deployed and, thanks to the current switching off of analogue TV signals, there&#8217;s now a whole heap of spectrum at the 800MHz band that Ofcom is planning to auction off to mobile operators at the end of 2012.With the Government pledging 150m to improve data coverage in the UK to offer broadband speeds to remote villages, Ofcom believes it can use this to entice at least one mobile operator to cover at least 98% of the population, with the auction carrying a condition that each bidder must offer at least 95% UK coverage too.But you still can&#8217;t use your mobile from your bedOfcom also mentioned the 2.6GHz band of spectrum that can be used for 4G &#8211; this higher frequency has a higher bandwidth but much shorter reach, so Ofcom believes that this will be ideal for creating local area hotspots, such as for hospitals or student campuses.Ofcom Chief Executive, Ed Richards, said: &#34;This is a crucial step in preparing for the most significant spectrum release in the UK for many years. The proposals published today will influence the provision of services to consumers for the next decade and beyond.&#34;The UK benefits from being one of the most competitive mobile phone markets in Europe. This means that consumers pay less for mobile communications services and have the choice to shop around for packages that suit them best. &#34;As the UK enters a new generation of mobile communications, Ofcom&#8217;s objective is to promote effective competition and to stimulate both investment and innovation.&#34;In addition we are proposing a significant enhancement of mobile broadband, extending 4G coverage beyond levels of existing 2G coverage  helping to serve many areas of the UK that have traditionally been underserved by network coverage.&#34;</p>

			<content:encoded><![CDATA[<p>RIM to oust Lazaridis and Balsillie as chairmen of the board?<br />RIM could be starting the year with a shake up, as sources suggest that Mike Lazaridis and Jim Balsillie will soon be relieved of their position as joint chairmen of the company&#8217;s board.A committee of independent directors have been checking out the BlackBerry-maker&#8217;s board and deciding what is and isn&#8217;t working, with the &#34;business necessity&#34; of Lazaridis and Balsillie holding the top post being called into question. According to the Financial Post&#8217;s sources, we may well see one chairwoman in place of the two chairmen: Barbara Stymiest, a director who joined the RIM board in 2007, is tipped to take over the role. Difficult to spell names all roundThe findings of the report are set to be presented to the RIM board by 31 January, with their recommendations acted on or rejected within 30 days after that. It won&#8217;t be the end of the Lazaridis-Balsillie double act if they do stand down from chairmanship though  the two co-founders seem set to continue on as RIM&#8217;s joint CEOs and still own 12 per cent of the company&#8217;s stock between them. Not that the stock they own is worth as much now as it was this time last year given that RIM&#8217;s disastrous 2011 has left its share price down by over 68 per cent. The company responded to our request for comment, telling us nothing we didn&#8217;t already know: &#34;As previously disclosed, RIM&#8217;s Board has established a Committee of independent directors with the mandate to study the Company&#8217;s governance structure and report their findings by January 31, 2012. &#34;The Committee is on track to meet this schedule and the Board will then publicly respond to the recommendations of the Committee within 30 days.&#34; Meanwhile, we&#8217;re more interested in RIM&#8217;s BlackBerry handsets than its board members&#8217; movements. 2012 should see the launch of the company&#8217;s first BlackBerry 10 handsets and a BlackBerry PlayBook software update in the near future. Don&#8217;t expect to hear much from the company at CES 2012 or MWC 2012 though; neither show is in line with RIM&#8217;s product cycle. BlackBerry World in May is a much better bet. 			<content:encoded><![CDATA[<p>Nevada approves sports betting app <br />    Posted by admin On January &#8211; 1 &#8211; 2011     Want to legally place a bet on a sporting event within the U.S. state of Nevada? Theres an app for that. The Nevada Caming Commission has approved a smartphone application that would allow players to engage in sports betting using their mobile phones. The app, designed by the Leroy Group, lets Nevada residents place sports bets on their Blackberry phone. Only the Blackberry app has been approved so far, with the Android app pending approval. The key roadblock to approval was the need to convince the Gaming Commission that the apps technology was sufficient to verify that the person using the phone was actually physically located within the state of Nevada when placing the bet. That is important because sports betting is illegal in most U.S. states. The Interstate Wire Act of 1961 makes it illegal to use a phone or wire communication facility to place an interstate or international bet on any sporting event or contest. That makes any online sports betting illegal if it crosses state lines, because that would make it subject to the federal interstate law. With the activity confined to Nevadas borders, though, the federal Wire Act lacks jurisdiction in Nevada. John English, Senior Vice President of Business Development and Public Affairs for American Wagering, who was involved with the project, is excited that the gambling app was approved. The Nevada regulators placed significant challenges on American Wagering to provide a means of offering account wagering on a mobile device whereby we could verify that the bettor was in the state, he said. He then triumphantly added that we rose to the challenge and succeeded. Laws and regulations often build upon other laws and regulations. What starts as something small snowballs into something much larger, for better or worse. That being the case, allowing online gambling via a sports betting app may pave the way for Nevada to allow all forms of online sports betting and, eventually, all forms of online gambling. It may take some time, but government regulations rarely stay where they started. They tend to branch out and expand. Doing so in this case could help Nevada become the major online gambling hub for the United States.
